an Expat may not engage in or be allowed to engage in any work except after obtaining a work permit from the Ministry, according to the form prepared by it for this purpose.

The conditions for granting the permit are as follows:

  1. The worker has lawfully entered the country and is authorized to work.
  2. The worker possesses the professional or academic qualifications which the country needs and which are not possessed by citizens or the available number of such citizens is insufficient to meet the needs, or that he belongs to the class of ordinary workers that the country needs.
  3. The worker has a contract with an employer and is under his responsibility.

Any work in this Article shall mean any industrial, commercial, agricultural, financial, or other work, and any service including domestic service.

The Public Prosecution has stated that anyone who assists the intruder in any way or hires the intruder to work throughout Saudi Arabia will be arrested because it is one of the major crimes that requires strict criminal accountability.

Also, anyone who aids or hires an intruder to work in Saudi Arabia will be charged with major crimes and must be held accountable.

The penalties for allowing intruders to enter the Kingdom include a fine of up to SR1 million as well as imprisonment for a period of no less than 5 years and up to 15 years.

In addition, the tools used in the crime will be confiscated, as will the house that was prepared to house the intruder.

According to the Public Prosecution, if the means of crime or the housing (the location of confiscation) belong to someone else, the penalty will be a fine of up to SR1 million.

The penalties imposed by the Public Prosecution are in accordance with Royal Order No. A/406 dated 7/27/1442 and Royal Order No. 7975 dated 7/2/1443.

The new rules that take effect from Sunday, April 10th will allow opening accounts for both institutions and individuals as part of the new measures to stop fraud.

Tawakkalna has confirmed that the status of a visitor will change if a visitor to the Kingdom of Saudi Arabia is not covered by an active medical insurance policy during the entire duration of his visit to the kingdom of Saudi Arabia (KSA).

The rule is applicable to all visitors, including those who are on Umrah and tourist visas, as well as multiple entry visas. The insurance coverage must cover all the time of the visitor’s stay in Saudi Arabia. The insurance policy should be renewed every time you extend your visa.

Saeed explained in the interview to Al Saudiya channel that to arrange pilgrims in accordance with the capacity of absorption Saeed clarified that the Ministry has set a minimum age of issuance of permits in order to practice Umrah and to pray during Al-Rawdah Sharifa to be limited to children aged five and above.

No Age Limit for Entering Two Holy Mosques

Age Limits have been removed for Makkah & Madina.

Individuals who have not been vaccinated against COVID-19 or are not fully immunized can participate in Umrah and be admitted to into the Grand Mosque and the Prophet’s Mosque in the condition they do not have a history of infection with coronavirus , or in contact with persons who were confirmed to be infected by the virus.
It is important to note it is noteworthy that the Hajj and Umrah Ministry, in light of the decision to end the precautionary measures within The Two Holy Mosques, has cancelled the permissions to worship inside the Grand Mosque and the permits to visit the Prophet’s Mosque.

It is still required to have permits in order to perform Umrah and to visit the Al-Rawdah Sharifa inside the mosque of the Prophet in Madinah.

The ministry also cancelled the requirement for submitting unapproved PCR test in addition to removing the quarantine for home and institution for pilgrims who are coming from overseas.

There’s also no requirement to sign up for immunizations for pilgrims who are from outside of the Kingdom in order to obtain the Umrah permit.

The social distancing rules within The Grand Mosque and the Prophet’s Mosque have been canceled, however all must wear facemasks.

COVID-19 restrictions are imposed for nearly 19 months following the outbreak of the COVID-19 pandemic in March 2020, the Saudi Press Agency reported.

  3. He or she shall not have any other property in the Saudi Arabia on his name

Absher explained that the service can be benefited from by entering “my services” (Khidmaty) on the Absher platform, then entering “services” (Khidmat), then “public services” (Al-Khidmatul Aamma), and from there to “request for obtaining real estate ownership.
